The Fifth Plenary Session of the 19th CPC Central Committee examined and adopted the CPC Central Committee's Proposal on Formulating the 14th Five-Year Plan for National Economic and Social Development and the Long-term Goals for 2035, which made special arrangements for "improving the modern financial supervision system". In October 2020, The State Council issued Opinions on Further Improving the Quality of Listed Companies, which set out clear requirements for improving the quality of governance of listed companies. Due to the particularity of financial enterprises and the systematization of risks, the government should strengthen financial supervision according to law.  It is also necessary to improve the corporate governance mechanism of financial enterprises, especially the governance of listed financial companies, so as to effectively guarantee financial stability and promote the modernization of national governance system and governance capacity.
